Nora Zina, HFL’s Manager of Learning & Evaluation, brings over 15 years of experience leading evaluation, learning, and strategy across public health, humanitarian aid, and philanthropy.
She managed monitoring and evaluation strategies for programs and led teams of advisors to strengthen evidence-based decision-making with USAID’s Bureau for Humanitarian Assistance (BHA). Her career spans the U.S., Africa, Southeast Asia, and the Pacific, with expertise in health, agriculture, and resilience programming. Nora has designed global evaluations—including USAID’s first COVID-19 evaluation—developed adaptive learning systems and advanced program quality.
She is currently pursuing a Doctorate in Public Health, grounding her work in rigorous qualitative and quantitative methods to drive impact for communities.
Our vision is to become one of Indiana’s top
10 healthiest communities by 2030. HFL was
initially funded in March 2016 from the proceeds
of the sale of IU Health La Porte Hospital.
